I do see that the second section in the above quoted rules is a bit vague in saying "players." In the draft procedures in the rules section it says "prospects," which is slightly less vague but still more vague than it should be. The Official Rules, however, do state "minor league players," which neither Witt nor Rutschman currently is: 10. Drafts:The Amateur Draft will take place each August after the Amateur Signing Deadline, and GMs may draft any player who was taken in the MLB draft. GMs may also select minor league players (who have not yet completed a year of major league service time) who do not appear in any team's system at that time, provided they are not international free agents who were 24 or older on January 1. If you draft an amateur player who does not or did not sign a contract in real life, you may still keep the player in the hopes that he'll be drafted again in the future. More on the Amateur Draft can be found in "Amateur Draft Procedures" in the drafts section I will be sure to edit the draft procedures to clarify which players are and are not eligible, as I agree it is too vague. Going off of precedent set in previous drafts as well as the intended meaning of the rules, here is a better description of the two types of eligible players: 1) Players drafted in this year's real life draft, regardless of whether or not they signed, provided they were not already owned in this league from a previous Pro-GM draft. 2) Current minor league prospects who are not owned by a Pro-GM team. A minor leaguer is any player currently signed by or previously having appeared with a real life organization or its affiliates who has not yet completed a year of service as defined by our rules (player who would have a contract of 0.5 million (minors) for 2018). This includes international free agents signed any time in the one year period from the start of the previous draft to the start of the current one, as long as they were younger than 24 on January 1. Since neither Witt nor Rutschman was drafted in 2018, they are not eligible under the first option. Since neither is currently nor was previously signed by a real life organization, they are not eligible under the second option. Rutschman would have been eligible in 2016 but was not drafted here that year, so he will not be eligible again until the next time he is drafted. Witt has never been eligible previously but will be eligible next year, provided he is drafted as projected.

Because of the vagueness described above, I'm resetting PHI's draft clock so that he has the full six hours to complete his research to replace his pick. Scott's interpretation is understandable especially as this is his second draft with the league so he hasn't been here as long to see some of the established precedent. I'm sorry that the rules weren't clearer and will be rewording them later today.
