I'd like to try implementing a new method of replacing GMs, starting shortly. I will be collecting email addresses of interested GMs and putting them on file in a wait list. When a team opens up, I will post a new thread announcing that there is a vacancy. At that time, I will send out an email to anyone on the wait list, which will include the team's roster, asking them to tell me:
A) What they see as the team's strengths and weaknesses, and what they like or dislike about it. B) Without getting too specific, what their plan of action might be if they were to take over the team. C) Any information about themselves that they might think relevant, including their strengths and weaknesses as a GM.
This will allow us to offer each GM position to the candidate who we think will best suit the needs of the team, who will understand the way the league works, and who will fit in with the rest of the league.
Once a candidate is selected, we will make a thread announcing their appointment as a new GM. This method of introduction will replace the sign up threads that we've been using.
If you know anyone who might be interested in joining the league, post their email address here or PM it to me, along with how you know them.

Going forward, when a GM spot is declared vacant and posted for replacement, a commissioner will take temporary ownership of that franchise until a new GM is offered the position. That commissioner will act at their discretion in the best interest of that franchise and keep their roster up to date including:
1) Signing free agents to fill needs on the roster 2) Making trades that are in the long-term best interest of the roster 3) Auto-picking their draft picks 4) Cutting any minor leaguers or non-tendering any cost control players who are deemed to be no longer active in American Professional Baseball 5) Setting their weekly lineups during the season 6) Calling up minor leaguers to the major league roster
Actions that the commissioner will not do for that franchise: 1) Make post-draft additions 2) Make rule 5 draft selections (rule 5 picks can be traded by the commissioner for future amateur draft picks) 3) Make trades with their own primary team (for example, if I take temporary control of the Royals, trades between the Blue Jays and Royals will not be permitted) 4) Drop a veteran contract, that will be reserved for the permanent new GM
Vacant teams that are under temporary control of a commissioner will be protected from having their minor leaguers selected in the rule 5 draft (the commissioners will do our best to ensure everyone gets called up appropriately, but if we miss someone please just notify us so we can fix it).
