Please reply to this thread with your initial 2017 roster. Please make sure to do the following:
1) Call up any prospects from your minors who gained a year of service in 2016 or risk losing them. ANYBODY YOU FAIL TO CALL UP WHO EARNED A YEAR OF SERVICE CAN BE TAKEN IN THE RULE V DRAFT (unless the player was redshirted - see below)! If you do choose to leave a player in the minors and he isn't taken in the Rule V Draft, you can keep in him the minors and you can keep him on a 0.4 million contract until you decide to call him up, at which time he will immediately go to the appropriate salary of the service time schedule. Once you call a player up who has completed a year of service, you must pass him through outright waivers in order to send him back down, and you no longer have the option to put him on a 0.4 million contract.
2) Tender the appropriate contracts to your big leaguers. If a cost-controlled player completed a year of service, he should move up a year in the salary schedule. If he didn't complete a year of service, you can tender him the same contract he had in 2016. We will look over every roster to make sure that the players are earning enough money. However, we won't be checking to see if players are earning too much money, so it's your job to make sure you don't overpay your players.
You can non-tender any cost controlled player. Simply don't give them a contract. Instead, list them at the bottom of your roster as "non-tenders." ONLY cost-controlled players and minor leaguers may be non-tendered. You can non-tender players at any point during the offseason.
3) If a player who you redshirted completed a year of service, you do not have to bump him up a year in the cost-controlled schedule. Simply leave him as the year he was last year and mark "RS16" next to his name. This will let the commissioners know that the player will forever be a year behind his service time as long as he remains cost-controlled. If the player was a cost-controlled minor leaguer, he can remain a minor leaguer with all of the benefits of that distinction (he can remain in the minors without being drafted in the Rule V and he can be promoted, demoted, and cut freely).
If a player who you redshirted did not complete a year of service, you obviously do not need to bump up his service time. You also do not need to mark the player with any indication that he was redshirted. This player can be redshirted again in future years.
If you lifted the redshirt on a player, or if a player's redshirt was lifted in order for him to be traded to you, you must mark him as "RSLIFTED16," provided the player completed a year of service in 2016. This will indicate that the player can never be redshirted again. Tender him the appropriate contract based on his service time as if he were not redshirted (bump him up if he completed a year of service, leave him where he is if he didn't). If the player did not complete a year of service in 2016 you do not have to indicate a lifted redshirt.
Don't fret too much about the redshirt procedures - do your best, but we will double check the redshirt list to make sure all of the players who were redshirted were handled appropriately.
4) Remove any free agents whose contracts have expired unless they can become cost-controlled, in which case you can tender them the appropriate contract - 50% of his original annual salary up until the completion of his sixth year (remember that these players cannot be non-tendered later in the offseason, unlike regular cost-controlled players).
5) Include any recent trades as well as any other transactions and baseball operations (including post-draft adds). Make sure all of your 2016 draft picks are added as well.
Once you've done all of that, post your roster here. YOU MAY NOT EDIT YOUR ROSTER ONCE YOU'VE POSTED IT. If you want to make changes, post in the appropriate thread under baseball operations or send a commissioner a PM.
Be very careful when you post your roster. Anybody you forget to put on, for any reason, may be considered dropped at the commissioners' discretion, unless his contract prohibits you from cutting him (veteran contracts). There were a number of draft picks left off this year, and we do our best to double check, but please do your best to make sure your draft picks are added.
Salary cap will be $125 million for the 2017 season.
