Hello! We here at the Pro-GM Bureau of Baseball America are happy to bring you the 2019 End of Season Minor League Organizational Rankings. Over the next six days the organizational rankings will be revealed, five per day in ascending order (30 to 26 tomorrow, 25 to 21 the next day, and so on).
The goal here is a data-driven ranking built from the individual prospect level utilizing the most recent industry rankings from 2019 rather than a subjective ordering based on the author’s personal opinions. As this is a ranking for the Pro-GM League, these rankings include players who retain minor league eligibility in Pro-GM that do not have that eligibility in real life. This means including redshirted players who retain minors eligibility, unsigned players owned in Pro-GM, and players who have exceeded the rookie eligibility threshold in real life (which is cumulative across seasons) but have not exceeded the Pro-GM limit (which is a single-year threshold). Players included in Pro-GM team top 10s that are not eligible for the minors in real life are denoted as RS (redshirt), US (unsigned), and T (timing) respectively on our lists.
The rankings data used for this exercise was pulled from FanGraphs and MLB Pipeline in September and rolled forward to year-end eligibility. These sources created their rankings at the midseason point of 2019 (with updates afterward in some cases). Baseball America data was not used in this edition of the rankings as that publication’s midseason rankings did not include the numerical player level valuations needed for this project. Baseball America data may be included in future editions where that level of data is available.
Those totals were then summed by Pro-GM team, equally weighting the 2 data sources and averaging them to determine total team score and rank in this edition of our Pro-GM rankings.
Individual player grades were averaged between the two sources to get player grades that were used for our top 10 prospect lists and future value (FV) tier count and rank for each organization.
These rankings are for entertainment purposes only. Effort was made to be thorough, detailed, and, ultimately, as accurate as possible in using up-to-date Pro-GM rosters for this exercise but, given the need to combine data from various sources (trades, draft picks, etc) to get to those rosters and the size of the data set, errors are certainly possible. As such, please do not rely on these rankings and the data therein for your own roster reporting, minors eligibility determinations, or for any other official league purpose.

Under each team name are several measurements of depth at different levels. After each grouping and the accompanying colon there is a count of the players in that grouping in that team’s minor league system. Then, in parenthesis, is the team’s ranking relative to the rest of Pro-GM in that tier. For example, the Dodgers have 8 FV 40 or better prospects and that ties them for 29th out of 30 teams in Pro-GM.
Then the overall score is a sum of the valuation of all the team’s minor league eligible players and serves as the basis for the team’s placement on our list.
Individual player scores in our team top 10s reflect an average of the FV scores from our two data sources. For example, if a player is a FV 40 in one source and a FV 45 is another then he becomes a 42.5 for our list.

That has left the minor league cupboard a bit bare in terms of both top-end talent and depth. The organization’s strategy yielded results, though, with a strong regular season and an impressive run to the NLCS. The newly-drafted Chase Strumpf adds a nice piece to the organization.

Bichette has surpassed the rookie thresholds and is therefore not factored into this ranking. The small number of prospects in this system has freed up cap space to supplement the MLB roster. There is some upside here, though, highlighted by the recently recovered Thomas Szapucki.

Many of the team’s 2019 draft picks were used to supplement the major-league roster as well. There are a couple quality recent graduates in hot-hitting Luis Arraez and recent draftee Josh VanMeter that further strengthen the team’s MLB roster.

Toolsy top prospect Monte Harrison gave reason for optimism during his 2019 season which saw him reach AAA.

The combination of recent graduates (including former top 100 prospect Brandon Woodruff) and trades of minor league talent for current major league help (that resulted in a playoff appearance) have pushed the Cardinals ranking here down a bit as well. There is some depth here and 2019 1st round pick Brennan Malone adds another talented piece.

The KC ranking suffers a bit, though, as it does not feature great depth (3rd lowest in 40 FV & up depth rank) and has a relative dearth of mid-level prospects as the quality tapers off after the top ten prospects. That being said, the overall scores of teams ranked 19 through 14 on this list are clustered in a very tight range.

The Braves have some impressive pieces with one of the best pitching prospects in the minors in Forrest Whitley, the ascendant Dylan Carlson, and the MLB-ready Kyle Wright. Unsigned prospects Jack Leiter and Asa Lacy further boost the Atlanta system. This system features slightly above average depth. Atlanta can strengthen that further with the 10th pick in the upcoming 2020 draft. With many of its top prospects are near MLB-ready, there is reason for excitement in Atlanta in the immediate future.

The Cubs are two seasons removed from a World Series title. With several top MLB-ready arms, the Cubs may be ramping up for another run. The Cubs also own the 5th pick in the 2020 draft.

The Blue Jays’ system took a hit with trades to upgrade the MLB roster at the deadline but a post-deadline deal of Max Fried provided some revitalization to the system. Depth is not a strength here but there is upside with top 15 prospect Brendan McKay, Marco Luciano, and 2019 redshirt Keston Hiura. The unsigned Garrett Mitchell adds another strong piece. These pieces should help bolster the 2019 Pro-GM World Series champion Blue Jays as they work to defend their title in 2020.

The system will be further bolstered by the 8th pick in the 2020 draft.

Balance is the word that comes to mind when looking at this system. 2019 draftee CJ Abrams had an impressive debut and has shown considerable upside. There are five prospects here that appeared on at least one of the top 100 lists utilized. Logan Allen and Nick Solak are already MLB contributors and are safer, high-floor pieces. There is also depth with a top 11 ranking in both the 45 FV & up and 40 FV & up depth rankings. The A’s also own the 7th pick in the 2020 draft.

The Rangers are an interesting case. If we were ranking only by top-end talent, the Rangers would a clear-cut #1 with an astonishing four top 12 prospects (Royce Lewis, Adley Rutchman, Casey Mize, and the recently promoted Gavin Lux). The Rangers have 6 top 101 prospects, but their ranking suffers a bit due to middling depth compared to other top-ranked systems. The mid-level, future value 45-type prospect is particularly sparse compared to other elite farm systems (10 FV 45 & up players compared to the top 5 systems in that depth ranking which have 23 or more) . The late-season graduation of impressive rookie catcher Will Smith made him ineligible for this list and also served to slide the Rangers down a few spots. That being said, with an indisputably impressive group of elite prospects, there is a ton of reason for optimism in Texas. The future looks bright and may only get brighter as Texas owns the 1st overall pick in the 2020 draft, providing an opportunity to add yet another elite piece.

Note 1: The Brewers trade this week was not factored into the rankings but, if it were, the Brewers’ ranking on the list would be unchanged. Similarly, the ranking of the other half of that trade (the Tigers) would also have been unchanged.
Note 2: In a last-minute check, Alex Reyes was found to be minors eligible via Pro-GM rules for MIL, thereby raising the top 101 prospects to 102 and causing some slight updates in the rankings within the FV tiers compared to the portion of the list above.
10. Minnesota Twins

The Twins have stayed competitive while building a very good minor league system. The depth is good in the middle tier (45 FV & up) but a little below average in the 40 FV & up tier. On the other hand, there are eight top 101 prospects here which ties for best in Pro-GM. One of those is MLB-ready Brendan Rodgers. The addition of Rodgers and the other top prospects here could make the Twins a handful for its AL Central competitors in the near future.

Seattle’s successful major league squad is made all the more impressive when paired with its well-ranked minor league system. Top 40 prospect Vidal Brujan has proved to be a well-made selection in the 2018 draft at 20th overall. The Mariners have good depth (top 8 by all measures) and a balanced system overall. Their standing is also buoyed by redshirt Dylan Cease and high upside piece Robert Puason who ranks outside Seattle’s top ten.

The Yankees have the crown jewel of the prospect world with #1 overall prospect Wander Franco as well as two other consensus top 100 prospects in JJ Bleday and Spencer Howard. The FV 50 & up prospect depth is not as strong as some others near the top of our rankings but the depth in the FV 40 & up tier ranks in the top 6 thanks in part to the Yankees large volume of picks in the 2019 draft. The Yankees also own the 3rd pick in the 2020 draft.

With four clear top 100 prospects including the fast-rising Julio Rodriguez as well as top 6 depth rankings (in both 45 FV & up and 40 FV & up groupings), the Brewers have a nice mix of depth and upside to earn their top 10 ranking. An argument could made that an updated grade on Reyes would lower slightly although that would be unlikely to affect the team ranking. After the top 10, 2019 1st round round pick Quinn Priester, the recently recovered Jay Groome, and the unsigned Tanner Burns add more high upside pieces.

The Orioles have had recent success at the MLB level and pair that with a strong showing in our rankings. They lack top 50 prospects but have several prospects in the back half of the top 100 with seven players who appeared on at least one of the top 100 prospects lists factored into our rankings. There is also strong depth with top 3 rankings in the number of prospects in each of the FV groupings. Baltimore is also helped by several 2019 redshirts that maintain minor league eligibility in Pro-GM. This group includes former top 50 prospect Francisco Mejia, Isan Diaz, and the recently hot-hitting J.D. Davis (outside the top ten).

5. San Diego Padres

Trade deadline deals brought an influx of talent to the Padres’ minor league system. The Padres have a nice balance of upside and depth with four top 50 prospects, a Pro-GM best eight prospects in the top 101 prospects, and top ten rankings in both FV 40 & up and FV 45 & up. The bats are strong here with Kyle Tucker, Nick Madrigal, Nolan Gorman, Trevor Larnach, and speedster Xavier Edwards. It’s not all bats though with top arm Matt Manning rounding out the top of the system. Things could get very interesting soon as these players join the Padre MLB roster.

The Pirates have quietly built a tremendously deep minor league system. Pittsburgh would have ranked even higher but the late season graduation of Nate Lowe pushed them down a bit. While this system is not strong in top 50 talent (Alex Kirilloff being the only surefire talent at that level), Pittsburgh has amassed a treasure trove of talent in the back half of the top 100 (a Pro-GM best of 8 in the top 101). The system is further buoyed by Kumar Rocker who is arguably the best unsigned talent currently rostered in all of Pro-GM Baseball. The depth is also inarguable with more future value 45 and up prospects than any organization with 30 as well as tying for first in future value 40 and up prospects with 43. It has been a multi-season rebuild but the patience of Pirates fans may soon be rewarded.

While the Diamondbacks may not stack up the the other teams at the top of the list with only three traditional top 100 prospects (Nate Pearson, Jesus Sanchez, and Jordan Groshans), they are helped exponentially by a very strong group of redshirts that maintain Pro-GM minor league eligibility. The system does not have elite depth, but redshirts including former #1 overall prospect Vladimir Guerrero, Jr. as well as top 20 prospect Nick Senzel and top 100 prospect Franklin Barreto vault the Dbacks from the teens pre-redshirt adjustment all the way to #3 in our final rankings.

The Giants do not have any top 25 level prospects, but there is an impressive count of 8 top 101 prospects here however, which ties for a Pro-GM best. Nolan Jones, Heliot Ramos, and Matthew Liberatore are some of the higher-ranked prospects in this group. San Francisco’s extraordinary overall depth is also a large part of the ranking as they lead Pro-GM with 12 FV 50 & up prospects, are tied with the 2nd most prospects in the FV 45 & up tier, and are also tied for 1st among the FV 40 & up group with an impressive count of 43. FV 50 prospects Brandon Marsh and Yusniel Diaz as well as promising prospects liek Kyle Muller and Elehuris Montero don’t even crack the team’s top ten. The Giants added significant talent in the 2019 draft led by Corbin Carroll and will have a chance to do so again in the 2020 draft where they have the 4th pick.

1. Cincinnati Reds

The Reds had a storybook undefeated regular season. This type of major-league success is often accompanied by trades that weaken the minor league system. This is not so in Cincinnati however. There is a strong stable of top-end talent here with 5 or 6 top 50 prospects depending on the source (led by Carter Kieboom and Cristian Pache) as well as noteworthy overall depth. The Reds are the only org with five FV 55 or better prospects. The Reds also have a very talented group of unsigned minor leaguers led by Spencer Jones. The Reds organization’s ability to field a strong major-league team while making shrewd trades to also maintain a strong pipeline of future talent has been extremely impressive. All told, the Reds rank as the best minor league system in Pro-GM in this edition of our rankings.
