I'd love to propose that every year we get to franchise one 7th year player that was on our team the year before. For example, if I had Zack Greinke and he was finishing up his 6th year, I'd use my franchise tag on him giving me one more year with ZG for the $10 M price tag. That would make more value in a 6th year player being traded. After the season was over, he would be a free agent. Also, if I decided I didn't want to franchise him, he would be a FA and never have the option to be franchised again as he would never again be a 6th year player.

We could start this next year... No way this year because I sold Weaver knowing there was no franchising, others sold top players as well

Any decision like this, like the decision to award a 10% hometown discount instead of 5%, would be for 2013 and not 2012.
Personally, I am ambivalent about this idea. On the one hand, I like the idea of keeping players longer, especially since so often you get guys who get their service clocks started a year early by getting say 200 at bats or 60 IPs that then cheat you out of a year of service later. On the other hand, we've just implemented a 10% hometown discount instead of 5%. Is it really necessary to do both that and this or is that overkill?

I'd say do both. It's $10M out of your payroll which is basically 10% of your money allocated to a specific player. It's a risk, if you feel you can resign him with your 10% hometown discount for less, you do it. If not, you keep him and reap the rewards. If you don't want a franchise player, you don't designate one and forfeit the opportunity that comes with it.
