Marlins have the winning bid of four years, $16 million annually.
Marlins receive a 15% discount (contract length).
Marlins sign Ethier for four years, $13.6 million annually.
Dodgers receive a comp pick.

Ethier signing on hold do to the Marlins not having enough funds to sign him.
Bidding on Ethier may be re-opened depending on how Marlins chooses to proceed.
Regardless of the outcome, the Dodgers will receive their comp pick.

Why is this postponed? Shouldn't his bid be void as he didnt have the money to make it? Shouldn't the prior bid be the winning bid?
I rememember last year, a team went over and was punished. Are things different this year?

The bid is technically valid because Marlins could conceivably cut 19 of his 25 minor leaguers to make room for the player. However, forcing him to do so seems like a team-crippling move.
I offered the Marlins three choices: void the contract and receive a light consequence, drop the 19 prospects, or try to get under his cap using trades but receive a harsh consequence if unable. The Marlins chose the third option. As such, the Marlins have signed Ethier and have one week to get under their cap. Should they fail to do so, Ethier will be returned to the free agent pool and the Marlins will be prohibited from bidding for the remainder of the free agency period.
Marlins sign Ethier for four years, $13.6 million annually.
