These two rules were previously unspoken rules that should be assumed as respectful conduct towards the other players in the league. Based on recent events I'm going to make them official rules so there is no confusion in the future.
1) A gm is responsible for deciding whether or not to do a trade BEFORE they confirm the deal in the trades thread. If a gm confirms a trade then that confirmation is binding unless the trade is vetoed. While it is frowned upon, agreeing to a trade in a pm and then not confirming it in the trades thread is allowed, people have the right to change their mind until they've officially confirmed the trade.
2) Offering a gm compensation for the use of their veto is completely unacceptable. There are guidelines for why one should veto a trade and offering compensation for a veto completely abuses the veto process. Any further instances of offering compensation for use of a veto will not be tolerated and will be responded to with penalties as defined by the league's honor code.
Lastly I just want to say that it's important to show respect and consideration for your fellow players. This league is meant to be fun and disrespectful actions like these really aren't fun for anybody involved so if we respect each other and think before we act everyone will be happy.
