Gillaspie is not eligible for secondary free agency, as he has not yet completed a year of service.

He is over 24 years old and my understanding is below would apply.
2. Any players who have not achieved a year of service who are or will be 24 or older on January 1 of that offseason. These "24+ year old rookies" may be bid on despite not having completed a year of service, and there is no maximum value for one or two year contracts.

Even with a few more at bats he won't be eligible. Players must have completed a year of service to be eligible. He'll be eligible after this season if he reaches 130 ABs.
Or you can draft him, which is the reason the 24 or older rule does not apply for secondary free agency.
