The Rule V Draft will begin in this thread on Saturday, December 21st, at 12:00 PM EST. It will last for one round.
The Rule V Draft is designed to keep GMs honest about calling up their minor leaguers. Failure to do so can result in a GM losing their player in the draft. GMs may draft any player who has one year of service time (over 130 ABs, over 50 IPs, or over 25 Games Pitched) that appears in this league's minor leagues (hasn't been called up), unless that player was redshirted for that season. Please check preliminary 2014 rosters as well as the promotions thread to make sure the player is truly in the minors.
You must place any such players drafted on your 40 man roster, and if you attempt to waive the player at any time during the following season the team who lost him in the Rule V Draft has first priority.
These aren't the only eligible players, however. There's also a "friendly option," if you want to draft someone but don't want to take another team's player. You may draft any non-rostered minor leaguer (has not completed a year of service) that will be 24 years of age or older on January 1, as long as he has been in MiLB for at least a year (i.e. Japhet Amador is ineligible, since a lot of you are asking), and in this case you do not need to put the player on your 40-man roster.
Picks in the draft will last for 4 hours. If you miss your pick the draft will continue to the next person. You will have an additional 20 hours during which you can make the pick up (24 hours total, first 4 hours exclusive). If you have not picked by then, you lose your pick.
When drafting a player, please post the player's name and position, Pro-GM team (if from our league, post "Pro-GM Tampa Bay Rays," for example), and service time (if using the friendly option the service time will be zero; in this case include the player's age), and then announce who is up next, like so:
Orioles select: Christian Yelich, OF, Pro-GM Tampa Bay Rays (no he's not eligible, so don't get any ideas; I redshirted him) One year service time. Yankees are on the clock
Yankees select: Japhet Amador, 1B, Houston Astros (also not eligible; see above) No ML service time (age 26) Athletics are on the clock
You do not need to use your draft picks. If you would like to help keep things moving, send Brian and me a PM asking us to skip your pick. You can still change your mind; we'll still give you 24 hours to make up your pick, but that way we don't have to wait around for you for 4 hours and we'll get to free agency much faster. You're also welcome to leave picks with us if you know you won't be around when you're on the clock. If you do so, please consider leaving a list long enough that there will be at least 1 player still available on your list when you are on the clock (if your pick is 3 picks away, leave a list of at least 3 players).
As in previous years, we are going to protect the players of the new GMs, the Royals and White Sox, who have joined since the end of the past season. I don't believe either team has any players that they failed to call up, but if they do, you may not draft any such players. You may still draft players who are in the real life Royals' and White Sox' systems using the friendly option. The other 28 GMs had months to call up their players, and their players are fair game.

Just a reminder of the two types of players eligible to be drafted in the Rule V Draft:
Type 1: These players ARE on a team in Pro-GM, but must be in that team's MINOR LEAGUES. These players HAVE completed a year of service. These players can be ANY AGE.
Type 2 (friendly option): These players ARE NOT on a team in Pro-GM. These players HAVE NOT completed a year of service. These players must be 24 or older. They must have been a part of a major league franchise (in the minors) for at least a year (since December 21, 2012)
