he's never completed a year of service. he shouldn't be eligible for secondary FA?

This is on me, partially.
I had mis-evaluated McCugh during my offseason and non-tendered him a 0.5 million 2nd year contract and added him to my Unofficial FA list.
However- after further review, Phillies are correct.
McCugh is not eligible as a Secondary FA.
The rule is +50 IPs or +25 Games...
