Secondary Free Agency is the free agency that will occur during the season. Unlike primary free agency, you may not sign players to multi-year contracts during secondary free agency - only one-year contracts are allowed. However, there is no maximum dollar amount for these one-year contracts. Furthermore, there are no discounts, and no compensation picks awarded.

If you sign a free agent and you have over 25 players active, the free agent will be added to your reserves. If you want to activate the player, you must post in the reserves thread saying who you are switching him with. If you have fewer than 25 active players, you don't have to worry about it.

Sorry folks, it has been pointed out to me that according to the rules secondary free agency was supposed to end at the trade deadline. Seems I completely forgot about that.
We will allow the bidding to continue on the current group of free agents. After the bidding ends on the current free agents, no more free agents may be opened.

We've decided to re-open secondary free agency. Sorry for any inconvenience caused by the closing and re-opening, but we just don't see any issue with opening it back up. Plus, seeing as I forgot that free agency was supposed to end and I'm the one who wrote the rules, I'd imagine others must have forgotten as well, especially as I never wrote it in any other place (such as this thread, for example).
The last day to open new free agents will be August 31. August 31 is the last day to add players eligible for your playoff roster, so any players bid on on August 31 (Pacific Time) will obviously not be eligible for your playoff rosters (since the 24 hours won't pass until sometime the next day). As long as the player has been opened by the end of the day on August 31 (Pacific Time), the bidding on that player may continue passed the deadline, but obviously he will not be playoff eligible.
