When should you be allowed to trade free agents?

If half of the voters want to leave the date as it is, then it will stay June 15. However, if more than half are in favor of changing it, we will change it to the option with the most votes. For example, if the voting turns out to be:
May 1 - 4
May 15 - 5
June 1 - 3
June 15 - 8
then the date will be changed to May 15 (even though there are more votes for June 15) because clearly the majority was in favor of changing it.
